S/he may be an official with Inidiana Department of Welfare where Spiker has been dismissed from her job and is asking for reinstatement. Written to LaRue Spiker asking her not to send any more letters regarding her position on Stockholm Peace initiative to ban bombs. The attached letter discusses the right to speak on this matter.
